The program I use to tilt Kurumu's and Mizore's heads is called Neo Paint.
I've had it for for over ten years now. It has been a good supplement to MS Paint.

Neo Paint can rotate images without anti-aliasing,
but can leave a bunch of misplaced pixels and broken lines on sprites 1x and 2x.
Sprites enlarged 3x or more seem to do fine.

I have used Neo Paint to make comics. Most notably the "Off to Afghanistan" comics.
I don't use it full time because it is hard to enlarge sprites and text is done in a separate window.
